Crashing During H.264 Render

I've been able to export an .AVI file, but no H.264's without crashing. I get two types of crashing. The first is Premiere crashing:

The second is BSoD:

The computer has rebooted from a bugcheck.  The bugcheck was: 0x0000003b (0x00000000c000001d, 0xfffff80002ce176d, 0xfffff8800a09b0f0, 0x0000000000000000). A dump was saved in: C:\Windows\MEMORY.DMP. Report Id: 012413-9453-01.

The memory.dmp appears to be corrupt/empty.

 

Quick facts:

-I had the same issues a few weeks ago BEFORE I reinstalled Windows 7 on my new SSD. Before it was a standard hard drive.

-Still have the issue on a fresh install of OS and fresh install (obviously) of the Adobe Suite

-Legal version, using Adobe Creative Cloud

-Film was built on a 1TB storage drive. I transfered all files onto a secondary SSD, unplugged the 1TB to rule the HD out.

-Pulled GTX 560 out and installed a 8800, same issue. Rules video card out

-MEMTEST86 passed

-Installed latest Quicktime since Premiere was asking me to.

-I never had any issues up until 2 months ago. Everything exported fine.

-Pulled files into a new project and sequence, same issue.

-Graphic drivers updated.

-Also has crashed while gaming, no adobe software open.

-Power supply isn't an issue, enough wattage.

 

I've narrowed it down to three things:

1. Bad mobo

2. Bad CPU (highly unlikely)

3. Newest Graphic drivers have issues.

 

PC Specs:

-i7 920

-12GB RAM

-P6T Deluxe Mobo

 

So in the end, something with H.264 is working the hardware more than .AVI. The crash also happened during an explosion while playing counter-strike which originally lead me to believe it was my graphics card. While I haven't blue screened with the 8800, Premiere/Encoder does crash during encoding.
