Animating in PP CS6

I am trying to represent water moving through pipes with animation.

I found a YouTube video that shows something like I would like to do.

I have Premiere Pro and Photoshop Extended CS6, but am sill a novice in both. Is there a way to do this in either PP or PS?

It doesn't have to look like the video, I just need to depict water flowing through a pipe.
